Joel Volcy is a public sector leader with a strong track record of advancing community-centered policy, building cross-sector partnerships, and connecting Philadelphians to city services. He currently serves as Chief of Staff to a Philadelphia City Councilmember-at-Large, where he leads external affairs, community relations operations, supervises staff, and coordinates closely with City Council offices and government partners.

In his role, Joel builds and sustains strategic relationships with elected officials, lobbyists, and community stakeholders to advance legislative and community priorities. He develops and executes citywide engagement strategies that expand access to government services, ensuring a visible and responsive presence across diverse neighborhoods. He also oversees staff operations, ensuring the timely identification and resolution of constituent concerns. Through close collaboration with intergovernmental partners, he translates community feedback into coordinated, actionable solutions and advises on the broader impact of legislative initiatives.

Previously, Joel served in the office of a Pennsylvania State Senator, where he coordinated engagements with elected officials and community leaders, prepared briefing materials, and represented the office at public events. In this role, he strengthened community outreach efforts and helped deliver critical services to constituents.
Joel is completing his Master of Public Administration at the University of Pennsylvania’s Fels Institute of Government. He holds a Bachelor of Arts in Political Science from Bryn Athyn College. Joel lives in Olde Kensington with his wife, Carlyn, and their dog Kingsley.
