Rickey Duncan Headshot

Rickey Duncan Sr. is CEO and EXECUTIVE DIRECTOR  of No-Mo Inc. New Options More Opportunities (NOMO). NoMo serves the Philadelphia Area via three multifaceted robust violence preventing trauma informed treatment centers specializing in restorative justice, housing and workforce development. These  facilities are located in South Philadelphia, North Central Philadelphia and West Philadelphia.   Rickey Duncan national vision is already felt in his most recent venture in Williamsport Pa., Camden, Chicago, Atlanta, and Delaware, where he’s consulting  and  satellites NoMo Programming.

Rickey Duncan was born and raised  in South Philadelphia and educated in the Philadelphia Public School System.  Fervently having succumbed to the outcome of “the dynamic aspects of minority urban living”, at an early age of 17 he was arrested and sent up state to serve time as an adult where he was finally discharged off parole after serving over twenty one  years of incarceration. Immediately upon release he began a relentless attack on the injustices that were so prevalent in the black and brown communities.  Affectionately known then by friends, family and colleagues alike as “Rickey Rolex”, he began to focus his time on a  strategic and ardent fight to uplift Philadelphia and end the generational curse.

Mr. Duncan, at the age of 39, was appointed as Executive Director of both NoMo Inc and PA FACT and founded Duncan Management and Consulting.  For the next eight years, Mr. Duncan distinguished himself as a youth advocate , reform actionist as well as a civic and political leader.  In 2019 he piloted the  city's first paid Youth Workforce Development Program in Philadelphia. Given the success of this program, it was a model used for other youth organizations throughout the city. In 2022 Mr. Duncan opened his first youth independent living, living facility to combat youth homelessness.

Both community focused and youth-centered endeavors exemplify Mr. Duncan's passion for liberating people struggling with “poverty and urban infused” behavioral health and co-occurring disorders, as he and many inner-city youth experienced.  Appropriately so, his academic path culminated into the Human Services field and a Business Management degree from Penn State University. Armed with the combined weapons of formal education and a particularly unique urban perspective, Mr. Duncan is known to be a force to reckon with, especially as an expert in economic, political and social nuances of urban plight,  and its impact on behavioral health.

Mr.Duncan has stacked awards for his service; some highlights were his Made Man Philadelphia accomplishment in 2018 and  when he was  chosen to represent the East Coast on the International iHeartMedia ‘BIN” Black Information Network Board of Directors in 2021. Mr. Duncan's most recent accomplishment was being nominated and selected by the Black Brain Campaign as the Champion of the Year for 2022 and chosen as a 2022 Change Maker of the year.

Mr. Duncan continues to be a visible leader on the streets of Philadelphia, speaking out against criminal and social discord that affects the urban community.  However, in sincere moments of sharing his passions, it becomes clear that his most loved professional role is counseling returning citizens, young people and families while creating “New Options and More Opportunities” for all struggling with the challenges of behavioral health cycles, civil crises and pitfalls.

Mr. Duncan says, "There is only one word to describe what he experiences when life-changing encounters unfold…Liberating"!

Under Rickey Duncan's leadership NOMO opened its first ever transitional housing unit for young women/mothers experiencing homelessness/housing insecurity. As a native Philadelphian Mr. Ducan is well versed in the services, agencies, and institutions throughout the city, and is well attuned with the “street” culture. Rickey is dedicated to ending generational curses including poverty and homelessness. He goes above and beyond to assist community members and is dedicated to serving the city of Philadelphia. We at NOMO are extremely grateful and lucky to have his leadership and guidance.
