Malcolm J. Yates of Delaware County is the Managing Partner and Head of Government Relations for Maven Inc., a lobbying, consulting, and community advocacy firm based out of Philadelphia. Prior to his role with Maven, Yates was the inaugural Director of Government Relations for Public Health Management Corporation. He also held the title of Director District Outreach and External Affairs for Congresswoman Mary Gay Scanlon and served as Chief of Staff for the 159th Legislative District under State Representative Brian Kirkland. Yates’ involvement in politics and advocacy began at the early age of 11 through his work with Vietnam Veterans of America’s campaign for the war against drugs and violence. After his brother, Marcus Yates, was murdered at the age of five in a Southwest Philadelphia candy store. More than 30 years later, Yates led the Delaware County Black Caucus’ crusade for justice for Fanta Bility, an 8-year-old shot by police in 2021. He is now the first-ever government relations chief for Public Health Management Corporation in the organizations 50 plus years of operations. Since his hire in 2021, Malcolm has been directly linked to bringing in over $35 million of services and contracts to the organization. Yates serves as the Convenor of the Delaware County Black Caucus, He serves as Treasurer to the Legislative Black Caucus Foundation, Chairman of the Southwest CDC Board, Delaware County Industrial Authority, The Foundation of Delaware County, Community Learning Center, and VestedIn Financial Services Inc. In March 2025 Yates joined with Melonese Shaw, and Maria Quinones-Sanchez to partner in a government relations consulting firm called Maven Inc, the only women led lobbying firm of color in the state. Yates also has been appointed to transitions teams for Philadelphia Mayor Cherelle Parker, and Chester City Mayor Stefan Roots.

Yates earned his B.S. in Business Management and Marketing from Norfolk State University, a M.S. in Strategic Leadership from Neumann University and a second master’s in public administration with a concentration in Political Science from Widener University in 2020. He also completed a fellowship with the University of Pennsylvania, Fels School of Government for Board Governance and Leadership, and a proud member of Phi Beta Sigma Fraternity Incorporated.
